Job Description

Lead and manage a team of application, digital and cloud related specialists to serve as a custodian on behalf of Singapore Operations to advise, plan, implement, maintain, support (and retire/refresh where required) all locally hosted (On premise, Cloud) business systems needed to run the bank and support key bank initiatives. Key business systems include both back-office systems such as core banking systems (Customer, Statements, Loans/Limits, Deposit, GL, Branch Banking, Trade, Asset Based Financing), and Digital, Payments and Channel systems such as Mobile Banking (MBK), SOA / API and Messaging platforms, Digital onboarding, ATMs, SWIFT/MEPS+, G3 Fast and Bulk Payments, Cheque processing, and In-house Systems (loans related, bank notes system, Safe deposit box). Tasked to lead cross IT initiatives related to Digital, Cloud adoption and move to more Agile IT processes for both software lifecycle, and IT operations in line with industry adoption of DevOps concepts, and engagement of business stakeholders.  

• Oversee IT operations and performance of IT systems to ensure operational effectiveness and efficiency – IT Solutions related.

• Oversee new application/systems development/platform acquisitions to meet evolving Singapore Operation’s needs – IT Solutions related.

• Ensure IT is operated in a manner that complies with Bank Policies and frameworks, standards, circulars, guidelines and MAS regulated act, notices, circulars, and guidelines applicable to technology (Compliance, Audit, Risk Adherence). – IT Solutions related.

• Ensure IT assets are protected and secure – IT Solutions related.

• Oversee the annual budgeting and then effective usage and spend within budget the Capital and Operational expenditures related to technology - Applications related

• Be a key stakeholder and technology partner on the bank Digital journey. – IT Solutions related.

• Build a strong and competent technology team. – IT Solutions related.

• Foster and champion bank PRIDE values within the technology department and imbue the department with a culture of teamwork, innovation, discipline, resiliency and dedication to how work is approached. – IT Solutions related.  

• Where vendor based solution approach adopted and/or outsourced approach, arrange due diligence and assessment from technology perspective on behalf of users. 

• Oversee the day-to-day support to business users on any application system issues or constraints

• Ensure all application deployments running on bank managed environments are properly QA and meet conditions.  

• Manage test environments to ensure business can do their enhancements and new projects testing 


Formal Education:

  • Bachelor Degree / Masters in relevant fields

Preferred level of Experience (by years/function/industry):

  • At least 10 years’ experience in managing business application IT teams in an established financial services institution based out of Singapore or Malaysia.
  • Experience managing vendors 

Other skills required:

  • Experience in managing a team of Project, Cloud, Digital DevOps, and application related specialists  
  • Strong hands on software development lifecycle experience • Excellent working knowledge in retail, wholesale, treasury and internet & mobile banking systems

  • Strong project management, communication and documentation skills, well organized, customer focus and reliable
  • Ability to manage outsourcing SLA and relationships
  • Familiarity with AWS or other CSP cloud platforms.
  • Familiarity with modern agile based SDLC platforms and practices such as Blue / Green deployment, infra as code, CI/CD using platforms such as Atlassian bamboo or Jenkins, GIT version control, and Atlassian JIRA based working and issue tracking.
